MEMORANDUM FOR: Director of Special Projects

SUBJECT : CORONA Intelligence Value Statement for CIA Backup to the NRO Budget Book

1. For your information, I have prepared the following statement for [REDACTED] based upon information provided by OSR:

"During the period March 1969 through March 1970, six CORONA and [REDACTED] These [REDACTED] missions identified 215 new Soviet ICBM silos of which 169 were identified by CORONA as follows: 48 SS-9 (37 by CORONA), 138 SS-11 (112 by CORONA), and 29 SS-13 (20 by CORONA). In addition to these 169 silos in existing ICBM complexes, 65 new SS-11 silos were identified in the Pervomaysk IRBM and Derazhnya MRBM complexes. Of these 65, CORONA identified 57. CORONA also identified a new group of SS-9 silos at Tyuratam, possibly the first indication of development of the new SS-9 variant. CORONA continues to supply target location data resulting in increased efficiency in [REDACTED] operations."

2. The above says CORONA has identified 80-percent of the Soviet deployed ICBM force during this 13-month period. In the absence of this information, the resultant speculation and in-fighting over the nature of the prime military threat to this country would reduce the intelligence community to a state of chaos.
