MEMORANDUM FOR THE SECRETARY OF DEFENSE
Subject: Weapons Systems for Strategic Delivery (U)
1. Reference is made to your memorandum, dated 8 January 1959, subject as above.
2. The Appendix hereto contains a list of the presently planned forces and weapons systems for strategic delivery as programmed by the responsible Military Departments to be operational by June 30, 1959, 1960, 1961. 1962, and 1963.
3. With respect to the magnitude of the programs for the weapons systems for strategic delivery, the Joint Chiefs of Staff are of the opinion that the programmed forces in the Appendix are adequate. They recognize that the strategic concepts and weapons programs evolving therefrom do not remain static. Changes in estimates of Soviet capabilities, in the inter-national situation, and advances in technology may, among other factors, necessitate changes in the quantity and types of forces and weapons systems programmed. For this reason, the Joint Chiefs of Staff will press forward pending studies related to these problems.
